Le but était double : il s’agissait de fortifier une île pour en faire un rempart contre les attaques du littoral méditerranéen, notamment des corsaires barbaresques ; il s’agissait aussi de peupler l’île de colons chrétiens, tout comme on le faisait au même moment dans d’autres zones dépeuplées d’Espagne (colonies de la Sierra Morena). Ce projet, conçu par les hommes des Lumières désireux de mettre en œuvre leurs idées et leurs idéaux, au service d’une société où tout devait être « utile » et mener au « bonheur » du peuple, fut un échec.
