Mais la Révolution a depuis longtemps des répercussions dans cette province du royaume de Sardaigne. Seul représentant officiel du nouveau régime, le consul de France Le Seurre utilise sa fonction de diplomate pour devenir l'informateur de Paris. Par une correspondance assidue, le « fonctionnaire français » rapporte aux nouvelles autorités les menées contre-révolutionnaires, qui se développent chaque jour dans le pays niçois. Son activité est rapidement dénoncée par la noblesse émigrée française, qui se plaint de cette présence consulaire auprès du souverain Victor-Amédée III. Malgré les menaces, Le Seurre maintient son établissement. Mais les pressions, exercées par les ennemis de la Révolution sur les autorités sardes, portent leur fruit. En octobre 1792, quelques jours avant l'invasion du Comté, le consul français voit sa liberté d'action se restreindre par des mesures de police strictes (ouverture de son courrier, présence d'espions aux abords de sa demeure etc.). Ces atteintes portées à son immunité diplomatique le contraignent à fermer le consulat. Assigné à résidence, Le Seurre ne retrouve sa liberté qu'après l'intervention du général d'Anselme, commandant en chef de l'armée française du Var. Cette correspondance consulaire, écrite à la veille de l'annexion, constitue un précieux témoignage.
