Sobre el mismo, a partir del reinado de Fernando II, operaron unas directrices y práctica de gobierno similar, reforzada por la existencia de instituciones comunes como el virreinato, las Reales Audiencias y especialmente, del Consejo de Aragón. \nJunto con las semejanzas también compartieron problemas comunes. Entre ellos, como una de las máximas preocupaciones del poder real y de sus propios súbditos, el problema de la defensa y la inseguridad. Su dimensión y alcance sin precedentes exigió la movilización creciente de recursos económicos, técnicos y humanos, e implicó la difusión, a grandes rasgos, de una misma política defensiva a través del espacio común del Mediterráneo. Extendiendo la necesidad a todos los miembros del cuerpo político, las posibilidades fiscales fueron exprimidas al máximo por la Monarquía y tanto el reino de Valencia como el de Cerdeña adaptaron sus instituciones para introducir tales innovaciones. \nLa amenaza exigió como respuesta la protección de la línea de costa mediante un sistema defensivo complejo en el cual se coordinaron e intervinieron distintos elementos: torres de vigía, plazas fuertes, escuadras de galeras... Y como uno de tales elementos defensivos, las milicias territoriales, presentes en ambos reinos desde finales del siglo XVI, arbitradas bajo los mismos principios, conveniencias defensivas y auspicios de la Corona, como parte de una política más general. \nLa relevancia de esta fuerza fue particularmente notable en Cerdeña donde se combinaba una escasa disponibilidad de recursos con una amenaza persistente. Reflejo de esta situación y de su propia insularidad, la milicia territorial no se redujo a un número determinado, sino que alcanzó a todo el conjunto de la población: «En este reino no hay número fixo de caballería e infantería como en otros, solo que a los que tienen comodidad se les manda que tengan caballo, y a los que no la tienen que sirvan de infantes, quando suceda lance de alguna invasión».\nLa milicia del reino de Cerdeña tomó elementos tanto de las milicias territoriales establecidas en los dominios italianos de la Monarquía como de los dominios peninsulares. Por una parte, desde un aspecto organizativo y composición de sus fuerzas, es manifiesto su aproximación al modelo implantado en Sicilia. Pero en cuanto a sus prerrogativas y privilegios también se experimenta un acercamiento e inspiración a la presente en el reino de Valencia, la Milicia Efectiva, cuyos capítulos fueron expresamente enviados a Cerdeña con semejante finalidad tal y como recoge la propia documentación desde 1626. \nPor su parte, el establecimiento de la Milicia Efectiva en el reino de Valencia supuso un importante logro para la Monarquía a la hora de orientar, en mayor proporción, los recursos del mismo en su propia defensa. A grandes rasgos supuso el colofón de un largo proceso de negociación que consiguió progresivamente modificar el entramado político y militar medieval basado en la costumbre y la tradición foral. Orientó y definió, de un modo más preciso, las obligaciones militares de los vasallos. \nLa Milicia Efectiva gozó al principio de un carácter voluntario y fruto de su mayor desarrollo legislativo, poseyó una organización más precisa. Los hombres fueron divididos en tercios y compañías y distribuidos a lo largo de todo su territorio a veces de acuerdo a detallados pies de lista.
