The theater offered urban, educated Italians the opportunity to be entertained and to congregate lawfully in a public place. Tra i maggiori fautori delle leggi Siccardi, entra al governo come ministro dell'Agricoltura e commercio e poi delle Finanze, realizzando riforme doganali che pongono il Piemonte all'avanguardia del liberismo economico nel continente. Con il \"connubio\" nasce quel nuovo partito liberale alla cui testa lo statista ascende, nel novembre 1852, alla guida del governo. L'energica politica di riforme attuata dal suo ministero provoca crescenti resistenze conservatrici, che sembrano preludere alla cessazione dell'esperimento liberale.
