Paris et Rome se sont rapprochés en 1896, mais les Français en Tunisie continuaient à manifester une xénophobie anti-sicilien et anti-italien contre cette colonie et à exiger l'assimilation des Italiens en Tunisie. La colonie voisine de l'Algérie était une colonie de peuplement, mais le peuplement européen de Tunisie devenait italien, pas français!
